Inside the carb, are sleeves that rise up to open when I open the throttle. Not all 4 sleeves open to the same height. When I am riding it and I open it all the way up the motor starts to cut out, so I think this has something to do with it. How can I adjust the sleeves to open up to the same height.

The round sleeves that you're talking about are the throttle slides(vacuum pistons) In constant velocity carbs, engine vacuum raises the slides, regulating fuel flow.
I notice that this is your first post, so you may have just acquired this bike and the condition of the carbs are in question.
A few things would stop the slides from operating fully.
The slides might be gummed up with varnish from old gas.
The vacuum diaphram for the slide might have a hole or is torn ( the diaphram is attatched to the slide and is under the cap on the top of the carb... with the four screws holding it)
The diaphram may be pinched under the cap, or not fully seating in it's groove under the cap, thus leaking vacuum.
Or my favorite thing to do when putting carbs back together.... letting the diaphram's spring pop out of it's holder on the cap and then just coil up in there, blocking slide movement.
Could also be an air leak at the carb manifold resulting in insufficient vacuum to open it fully, as well as plugged vacuum ports.
The sleeves are independantly vacuum operated and are non-adjustable.
Take the tops of the carbs off and have a look-see at the diaphrams.
Or, with the engine running, spray some WD40 around where the carbs mount to the engine. If the RPMs rise, or the engine stumbles, you've found the area of the vacuum leak."Damn it Jim, I'm a doctor, not a mechanic!' ('Bones' McCoy)
