Okay, leave the end of the cable off of the speedo, and support the front tire up off the floor so you can spin it, and watch to see if the inner cable is turning. Also, you can take the old cable, put the gauge part into the gauge, put the other end in a drill, and spin it with the drill, and see what the gauge does, both old and new! If the gauge reads much farther than 20mph, then it's probably the gear assembly inside the front wheel!?

dude had the same problem my self. took 3 miles for the speedo to show speed i was travelling ( kind of) and you would be turning corners at 100 km off the highway cause the speedo was too slow. took the speedo apart last night ( not an easy job and I was too rammy and broke the glass but i fixed the problem) there was some type of thick clear grease in the speedo which was restricting the movement of the wheel. there is a wheel which kind of looks like a dome with a small rod attached that your needle sits on. On the top side of this dome wheel there is a little shield and the grease was between the shield and the wheel I spayed it heavily with WD-40 rotated and wiped the wheel repeatedly untill all worked freely and now it works good just got to replace my glass now which is a pain but I can do it my self so it's not a big deal. hope this helps.
