The flat pieces of metal are part of the stock mounting system, not familiar with the other ones. I've got a pic of an assembled off the bike set of stock bags somewhere. Will see if I can find them. Might give you an idea how it's supposed to be.

Found it. Not sure if it's any help or not, but here it is.

Forget it... it didn't work. Interesting, I USED to be able to do it this way.

The second set of bag mounts are for Vetter bags. The Vetter bag system looked good but wasn't all thet usefull.

Heck, I've been running the Vetter bags for 4 years now, mounts seem to work OK for me. I don't remove the bags very often, though, but when I do I have no problems.

              Vetter mounts, in lower photo.
As shown in the photo the cross bar looks to be mounted upside down. Turn signals need to be relocated (have to extend the wires) to holes in the mounts if you use these.

Other Vetter notes. Vetter bags use a taped pin with a circular groove in it for the rear bag mount. As the pin slips into the fitting, a stiff wire snaps into the groove. The lock assembly spreads this wire apart to the tapered pin can slide out.

I've replaced the right-side bag wire twice using coat hanger wire. Check to mounts to make sure both wire legs are are in place; wire is shaped like a long "U" with the top of the U at the top of the mount. Wire cover is held in place with 2 pop-rivits.

Other Vetter maintenance is on the bags...rivits that hold hinges were loose, so I replaced them with small bolts and Nylock nuts. Other than these 2 items I have been satisfied with my Vetter bag system.
