You need to focus on both if you keep the octy. I always keep it as a secondary safety. If the fuel is getting past the Octy, it does need attention. However the float needles are your first line of defense and as such need more attention.
Fix the offending needles and the octy will not matter! Once the octy is fixed it adds the secondary insurance to cut the fuel flow.
As you may have figured I disagree with removing the octy as it is a functioning part of the bike.
Another point I will make, although there are those who disagree, is that left on the sidestand the gas will drain out of the airbox (while soaking the air filter) but on the center stand it will flow into the pistons and down to the engine oil.
Your choice! but try it once before you dig in. See if it happens on the center stand but does leak out the filter on the sidestand.
If the bike is on level ground I will challenge any guru to prove me wrong.

Putting a 2X4 or equivalent under the front tire while on the center stand will keep gas from going into the crankcase when/if there is a leak. The gas will go into the air box instead. Good practice when bike is stored.

A +1 0n Mike's suggestion! Even though never a fuel leak nor weep...ever, my Venturer sits in man-cave, on center-stand, bike cover over it AND a short piece of 2"x4" under front wheel. Like Mike stated, good practice to get in habit of doing. To add, that HAS to be done anyways in order to have bike level in order to check float bowls ACTUAL fuel level with bike idling, and applies ONLY to 81's and 82 XJ Maxim's.
