    What is the best way to free up the throttle?

    That depends on where it's stuck.
    If the cable has frayed and jammed up in the sheath or twistgrip then get a new cable.
    If the butterfly valves have stuck the cable itself might not be seated properly on the carbs.
    Or the butterfly valves could have jammed due to bike neglect and fuel that has gone bad and gummed them up and that will require cleaning . Penetrating oil might free them up. Also the springs connected to the butterflies could be dry or rusty.
    So it all depends on what and where.
    Have you got any free play left in the cable either at the twistgrip end or the idle adjuster end?

        No. I think some water froze in there. It worked today and I sprayed WD40 up by the top.

          That is great! Chasing down problems with air leaks or other carb issues really sucks.
