My wife hand painted the wheels and I have new Avon tires mounted. I found that the balancing cones can press in on the inner wheel tubes and really mess with the balancing. I had checked the wheels with new bearings and no tires and they were smooth turning with no warping. But after putting tires on them one wobbled visually when I spun it. I unmounted and remounted with the same results. Then I got to looking real close and realized that the sharp taper of the cones were touching and causing the spinning wobble. I loosen the cones a little bit and then they spun smooth and seemed to balance. Time will tell.

Yep, she has been in surgery today so I have had a day to play on the forum, sitting in the recovery room.
