What is the proper way to adjust throttle cable?Set screw near handle bar is for?(free play in cable?) idle adjust is under carb? Any help will be appreciated.

You got it right.
After you lube the cable and set the idle, adjust the cable set screw at the throttle grip so you have 1/2 inch play or thereabouts. It's really a matter of personal preference.
If it's binding, make sure the bar end is not rammed up against the inside of the grip end. By losening the mounting screws on the switch housing you can slide the housing out just a tad to free up the grip.

The way I do it is to set the idle, then adjust the cable. Be sure the idle adjuster screw is resting on the stop, get the correct RPM there. Then take up the slack in the cable with the little in-line cable lock nut. Watch you don't raise the idle by tightening the cable too much. You should have about 10 degrees of free play in the throttle grip, that is the throttle turns about 10 degrees from full off to where it startes to open the carbs. Also check the cable by turning the handle bars all the way lock to lock. The idle should not change, meaning there is enough slack in the cable.Marty in NW PA
