Very unlikely that one float sticking is the cause of your problems unless you had so much gas that the air filter was soaked. Electrical problems can come and go just by checking things. My feeling is your battery was too low and the TCI would not work properly but it could have been any number of wire connections causing an issue. From experience even when one of these engines is running poor or worn out it will start and run on 2 cylinders. I am glad you got it working but do not let the fix the mechanic made confuse you.

Single point Items that cause failure of start.

    No gas flow to carbs
Not enough voltage battery or wire to TCI or both coils
An emergency lock out (kill switch) (Tip switch) or connection
Clogged or soaked filter (no air)

other than these it takes multiple issues typically to not start.
To fix the problem one should not make more assumptions than the minimum needed.

Electrical as mentioned, kill switch, internals of ignition switch and ALL plug-ins may need attention. Common issues with ANY older bike.
