Once upon a time they thought 6 wheels on a car would reduce flats well as far as several valve stems in one tire it might be the same inconvenience. Great principle but I'd seal them holes semi permanent at the least.

As far as the wheel locks it was a good idea I had a R5B 350 that tore up a few tubes because of the tire spinning on the rim even with the locks.
To fix the problem one should not make more assumptions than the minimum needed.

Ahh, the beauty of tubeless tires. No stems to have to stay in line with a hole. If the tire slips, the only thing that might happen is a small amount of air might seep past the sliding seal, and as long as the relative motion between the tire bead and the rim didn't get too great and cause heat degradation of the rubber seal, no harm, no foul. Except maybe the balance.
Do XS rims have serrations on the bead walls?
