Any difference between shim specs on an 81 special and a 78 standard?

You mean clearances? Yes
The 78 has a wider exhaust clearance. Different cam.

Yes and no.....
In '80 Yamaha tightened the spec on the intakes by .002" to reduce valvetrain noise. Upside, the motor runs slightly quieter. Downside, the intakes will need adjusting more often. You can run either spec in any motor, you just need to decide if the shorter maintenance interval is worth it for you....
