So I have soaked the tank in Metal Rescue, drained it out, rinsed with water, blew out with air hose and shop vac. The metal inside now looks brand new - except for a couple of spots on the top of the tank.
I was looking at the inside of the tank being (too) particular is how I saw these few spots still on there. I used a bore scope to see the tank's interior.
Rather than take a chance, I sealed it back up and refilled with Metal Rescue for one more attempt. I've decided to go ahead and install a new liner when the clean up is finished as I believe the rust will return otherwise.

If you don't mind messing up the paint job, use acetone and lengths of plant-hanger chain. Turn the float assembly backwards (inside-out) and use a piece of innertube as a gasket. Remove the petcocks and use flat stock with a gasket (I used big orings). If you use nuts as abasive material, you will never get them all out. Chain is easier to snag. This work for me with the rubbery tank liner that was in there.

I used an equal parts acetone & spraypaint thinner mix that worked great.
And I did the chain and shake trick while the mix was in there.
Dissolved all that stuff BUT the chain got wrapped around the filler pocket drain tube and stuck there.
By the time Mr Smart realized he shoulda just left it in there Mr Stupid had already cut the tank open to get it out.
That tank ended up at the dump.

As you are well aware, there are different schools of thought on that among the experts. Here's hoping your chosen path will prove a success.
The get the top of the tank, you'll have to cap it with a rubber bung and turn it upside down.
I actually did that on the first attempt. Even though I had five gallons in it, the tank (Venturer type) was not full so I did have to turn it. I believe what may have contributed to the reason for not getting all of the rust the first time was temperature. Temp was 60 degrees. Metal Rescue requires room temperature or close to it.

Sorry to hear that Fred. It must have tied a knot in itself. Maybe a different type of smoother chain would have worked better. Desperate times lead to desperate measures.

At Marty's suggestion, I used the abrasive tumbler stones from Harbor Freight. They worked quite well - as if some team of little gremlins had been in there and sanded the whole interior of the tank. You can clean them up and reuse them. And I was able to get every last one of them out. Much better idea than a chain or screws I believe. JMHO

After many steps and more money than I wanted to spend, I have ended up with a tank that now has a new-like appearance inside.
The last step before the liner was to use Metal Rescue. I applied it twice to ensure as much rust removal as possible.
I then applied the Caswell tank liner kit. It is curing as I am making this post.
Here are a few pictures. You can see how clean the metal got from the previous steps. I am satisfied that I got my money's worth as the tank was a mess before with the old liner coming off.
