after reading several opinions on the dreaded octy I'd really like to keep mine but is there a way to test it to see if its usable? The PO disconnected it for reasons unknown but never finished his project.

If it were me, I think I would assume the worst rather than mess around testing it. It was probably disconnected because it failed. Most likely, it leaks, meaning that it does not stop fuel flow. It's also possible (though I don't think likely) that the diaphragm is ruptured. The latter would cause fuel to be sucked directly into the manifold.
That being said, I would just rebuild it. That will save you hooking it up and looking for the failure. I rebuilt mine with a kit from George Fix that included parts to rebuild the vacuum shutoff and both petcocks.
