I'm disassembling my 78E and this was the surprise under the rubber cover on a fork tube cap.
I back out the center adjuster as far as it would go (had to use impact driver to break free), cut the groove on the left, used an automatic center punch at the outside edge to shock it, then a couple of whacks against a screwdriver in the groove and it was loose.
On the bright side, it wasn't cross-threaded and they didn't damage the fork tube when trying to remove it with vice grips. And I'm so far happy that all of the issues so far are minor.
It looks like you should always use a socket when removing these or risk breaking the head. The other one, I used a manual impact driver (hit with hammer) to loosen.
