      Mack, that's the 'euro' style taillight mount. Those clamps are used to mount the turn signals on the 2H9 bikes, and some early US models got these mounts. If you could find the correct stems out of the UK or the continent, you would then pop out those two rubber plugs and slide the stem in there...
