I went and bought a digital meter and the brown reads around 24.5 on the ac 200 setting and the white on reads around 3.4 while I crank the bike, it doesnt read anything while i am not cranking so it is getting signal just maybe not enough or maybe the tach itself is broke. Any ideas?

You should have battery voltage (DC) between the brown and black. The AC voltage betwen the white and black is spec'ed out as 5-7 volts with the motor running, although they don't say at what RPM; I would assume that's at idle. If you're getting voltage while cranking, the wiring is probably good and the problem is a bad tach....Fast, Cheap, Reliable... Pick any two

thats what i thought. I got the same ac at the brown and black as i do on the battery itself witch is around 24, i put it back together and didnt do a dc test. I would say I need a tach. Anyone have a 79 special tach for sale?Jeff
