Cable or linkage?

After a day of drilling and ez-outs on the starter the po sheared [IMG] [/IMG]I finally got ready to install carbs on my 78 XS This bike came with down draft fraizer carbs It actually ran?
I am working towards putting on a set of originals I am not sure if this is a linkage problem or if the cable jacket is to short Not enough adjustment to compensate either?

Also the fuel lines are a mess I want to get this back as best I can any idea what the 2 wire hangers are for on the top of the carbs 2 and 3 I am good with the one on 4 for the clutch

Looks like the cable is in the wrong sleeve holder. it should be in the plate mount to the tops of #2 and #3 carbs. Adjustment is at the grip

Red circle is where the throttle cable sheath is supposed to sit.

Green circle, that shouldn't be there.
