what is the upper T fitting for?
    http://i1268.photobucket.com/albums/.../th_carbs2.jpg
and what is that tube on the #2 carb for?

third, my starter won't turn over. i ran through the troubleshooting guide in the manual, and everything seems to be correct, but no starter. i tried a different starter from my 81 and also swapped out the hand controls with the starter button on it. its also defintely getting enough power. (both starter and hand controls worked on the 81, so i assume they are still good) i also checked to make sure the bike was in neutral etc and the kickstand was up, all the stupid little things. plus the starter was getting power too. anyone have any ideas?
1979 xs special, just finished the top end rebuild and then i still have lots of work.
    progress thus far...

Pics are pretty small and tough to tell for sure on the T question. Here is my thoughts on what I see...

#1, those are vents for the carb bowls, the tube originally went to nipples on the factory airbox. You can leave them open to atmosphere. Some folks put filters on them to keep bugs and such from plugging them up.

#2, that nipple is where your vacuum advance runs to. Should be a tube running form the left side engine cover (timing cover) up to that nipple on no 2 carb.

Well, nice spiffy clean carbs and it looks like new carbs boots.... have you have the motor out of the frame? Did you reconnect the ground wire from the motor to the frame? Did you clean off any paint or powdercoating at those points? Will the starter turn if you short between the two large cable connections on the starter solenoid?

i'll check that out when i get home. and yes, carbs totally rebuilt, sonic cleaned, replaced everything (except the diaphrams, less than 9k miles on the bike, and they looked great.) and got the allen head bolts in there. i'm almost looking forward to the next time i have to do something with the carbs because it will be sooo much easier to get it apart. and new carb boots. the old ones were fine on the inside, but i wanted them to look nice.
one more quick question, if i eliminated the octy, do i need to put the vacuum tube on that #2 carb?

The vac advance and the octy are completely separate. The vac advance ALWAYS is connected to the #2 carb BODY. If you eliminate the octy then you just cap off the open boot nipple like the other three boots.
