      buckets

You can do all this preliminary adjustment with the head off the bike and its much easier to do but make sure and only put one cam in at a time. If both cams are in and you do not rotate in proper time the valves will hit and bend eachother. Make sure the valves have a clear path as even having a valve lifted and the weight of the head on it can deform them. When installing the buckets before you put the keepers in rotate the buckets and make sure they rotate freely. If they were not in the head they may have been sprung. If they drag it can stop the valves from rotating and make it more prone to burning valves.
To fix the problem one should not make more assumptions than the minimum needed.

You may have already thought of this or done it, I would lap the valves for a good seat first, then sit the head up on bricks or wooden blocks to make sure the valves have room to open and close. And yes, one cam at a time.

Of course it is best to keep the buckets and valves in the correct cylinders, but if they were not marked, you have no choice but to roll the dice and move shims to get the right clearances.

Ebay! Yeah, I bought a head from ebay that was supposed to be complete with cams, valves, etc. This was supposed to be from a good running bike. The guy put in a valve that was the right diameter, but the length to the keepers was just a bit too short (from a different model/make of bike). He said he would pack it well and the damn box was ripped open from the studs. I complained and he called me a crybaby!
