What's different are the alloy hangers that hold the footrests and exhaust brackets, not the actual frame. I sent the complete changeover kit to Steelraider.... alloy hangers, both pairs of footrests, gearchange linkage + engine cover with pivot. They all fit straight on.....
They differ at the threaded hole behind the swing arm pivot, on the Standard 2H9 frame the threaded hole has a lower than the swing arm pivot centreline, and nearly on the same level on the Special frames.
The Special exhausts are swept up requiring the different ali brackets to the Standards with the more horizontal silencers, if the Venturer has the Special type exhausts it'll have the matching ali brackets and therefore frame.Tom

The other difference is the standards have the rear brake lever pivot built into the footpeg/exhaust hanger, on the Specials/US-spec '81H that pivot is part of the frame...Fast, Cheap, Reliable... Pick any two

The price guide I have says a 78 xs1100 standard and a 79 xs1100 special in perfect condition are both $5000 bikes. That would be a show piece original or perfect restore, unriden #1 class. #2 $4,000 superior restore or extremely well maintained oriinal< #3 $3,000 very good, #4 $2,500 good, #5 $1,500 restoreable, #6 $1,000 parts bike,
Krause publications. I've read the same thing other places, and sold them just about as well, on the higher end, before the economy went south. I don't think you could ever hope for a $1000 parts bike. These bikes are worth more than the $ it costs to buy them. Just about the only thing these days.79 XS11 Special (Lazarus)
80 XS850 Special (Old Faithful)
80 XS11 Standard sorta stock (Beatrice)

the guy i bought mine from wanted 2000, i talked him down to 1500, before looking at it, then i saw it, it had a crappy rattle can paint job, but he said the brakes had been rebuilt, and he rebuilt the carbs, so i talked him down to 1300....now ive gone in rebuilt the forks, brakes, MC's, and now rehashing the the carbs and fixing a ton of his mistakes....i love the xs, but i fear i paid too much....79 XS11 special "Loki" - homemade 4-2 exhaust, pod filters, rebuilt forks with progressive springs, tkat fork brace, progressive shocks, rebuilt all brakes and MC's, rebuilt carbs with #142.5 main and #42.5 pilot, a custom front and chin fairing, and a handmade set of saddlebags....
