It seems the only logical location would be between the fork and the fender. Then the other attachment point for the fender would require a washer(s) to level out.

Perhaps inboard of the fender, attatched with the fender mounting bolt, as opposed to in between the fender and fork?

If that bracket hits the tire when properly installed as others described, you have a serious problem, and it isn't the brackets. In your photo, the orientation appears to be correct.Marty (in Mississippi)
