That's where (at least on mine) my luggage racks rear connection point fastens to. Two points to the top of the rear shocks and two to those points there. Then I added the additional brace from my Vetter framework to add some additional strength and stability to the whole thing (plus I could leave it on and keep that brace in the Vetter setup which kept that more rigid too).Cy

There is also a chrome bar that goes from those tab(s) to the shocks that is a handle for lifting the bike onto the centerstand. I have one.Pat Kelly

Pats got it. On the left hand side of the bike the standing handle attached to that tab while the other end goes on the shock tower. They also serve as accessory mounting points for items like saddle bags.
