Before you remove the headlight wires on the Hi/Low switch, make sure the switch housing is tight on the handlebar so it can make a good ground and try cleaning the two connectors that connect the handlebar switches to the main wiring harness.
If the headlight wires and/or the grounds work loose or corrode then the headlight (and the turn signals) can do ... unusual things; things like the Hi/Low switch appearing to act backwards or the headlight will seem to work but it will be very dim; sometimes difficult to see during the day but obvious at night.
There should be a Black connector and a White connector for the left-hand controls on the left side of the frame under the gas tank. Open up the connectors and clean up any corrosion you find then apply some dielectric grease to the contacts before you put the connectors back together.
Start the bike and test all of the switches and controls again to make sure everything works!
