Full choke not working, but half choke does

I've had probably a total of about 3 weeks that I've had Brutus that I've been able to use full choke at all. The rest of the time, it's half choke, which gets turned off after about a block. And then it depends on the weather, sometimes it gets used at lunch time, and sometimes not, and most of the year it gets used for about half a block on the way home except during summer in which case it usually doesn't get used then either. I figure if the engine is too hot from the sun to touch, it don't need to stinkin choke .
