Rear axle torque specs.

Could somebody give me an idea as to why I can't torque the rear axle nut to spec without the wheel binding? I have not had the rear unit apart but looking at the drawing there might be a collar missing? I hope that's all it is. Any help would be greatly appreciated. Had this bike a short while and I am still getting all the kinks worked out of this ole powerhouse.

Thanks Mitch. The photo's will help a bunch when I do get around to tearing the rear down. Hopefully all the components are still there. The problem I saw was that when I checked the torque on the rear axle nut before riding the bike it was only finger tight and when I tried to tighten to spec it locked the wheel down. This got me to speculating that a spacing collar was missing from the configuration (based on the exploded drawings in the maual. I was just curious if anyone had the same experience in the past.
