Cold Startup - One cylinder lags

During cold starts, the cylinder on the right acts like it does not get the benefit of the choke.
I have cleaned the carbs. Maybe something is missing or not working in the choke assembly.
    Runs great when warmed up.
    Anyone experience this?

When you did the cleaning did you take the whole choke assembly out? Do alll 4 choked pull out with the choke rod?

When you cleaned the carbs, did you make sure the enrichment jet in the float bowls were all cleaned out really well? I pulled a wire out of one of my wire brushes to use as a cleaning rod for that jet. Push it in from both directions and make sure it goes in deep enough to clear the path to the other channel of the jet.
