Did you check to make sure none of the pilot screw tips are broken off?
The good thing about working on '81 carbs is that it is almost impossible to break off the tips of the pilot screws. The later model carbs have the stepped, blunt style needles.
the stock mixture screw setting is 1 and a quarter
turns out, that should be the starting point,
ive found if you need to screw the mixtures screws out any more
than 1 and a half turns then your float levels are more than likely set to lean,
as a result, throttle response and acceleration will suffer,
raise the floats so that the mixture screws are set closer to stock.

I'm pretty sure I have found and replaced and or cleaned all parts. Jets, ports and such. The pilot screw parts have been cleaned and the rubber washers replaced. The float valves are new. The floats are set and balanced to 23mm. I will leave them there as a starting point. The pilot screws are set at 1 1/4 turns out but they are easily adjusted if necessary.
As for my carb experience, it is limited to completely rebuilding the 4 carb set on my 76 gl1000 Goldwing and helping friends rebuild theirs. I know the importance of doing things right the first time. No shortcuts. That's why I am asking for and appreciate all the help you're providing. At this point I have the carbs back on and am replacing the fuel lines, they are kind of brittle. After that..... Zoom Zoom hopefully! Thanks!
