I am having charging issues. The field coil ohms are 3.5 and the stator ohms between any two are 1 ohm and none of the stator wire have continuity to ground. The manual says the stator should read .4 ohms. Is my stator bad?

The stator is good but the field is questionable. The resistance should be a couple ohms higher but sometimes good parts are not in spec.
Check to see of either of the field wires grounds to the case. If not, try putting full battery power to the leads and see if it can be pulled off the rotor with the case screws out. If the magnetic pull is strong enough to prevent you from pulling it off the rotor, it's strong enough to make a field to charge the battery...
