My 81 has the rubber caps on the pilot towers........... as do both of the 80's sets of carbs....
seems that there are many different combos used on carb sets of different years.......
Sounds like you've got the 'bastardized' variety, which are fairly rare. My understanding is that they were 'transitional' carbs between the 78/79's and the 80/81's. I've only seen one set, and IIRC it was on an 80SG. The way these carbs may have been moved from bike to bike over the years it's best to just check them. You can tell if you need the plugs over the pilot towers by visual inspection. If you look down into the towers (mains or pilots) and see a small orifice connecting the two, you need the plugs. Or you can tell by the way it will hit a brick wall around 5k rpms if you need the plugs and they're missing .
hmmmm...i wish "rare" meant "worth tons of money"....
Luckily, no brick walls.....my carb cleaning questions last winter indeed found the connection between the two towers, and i ordered new plugs right away!!!!
