Question on diff. carbs.

I have a 81 xs h mod. and am thinking of using a set of carbs from a 79.....question is: using these carbs are there any jetting changes needed? Or anything else?

No, you just have to set them up by the year of the carbs, not the bike.

You will only need to mod them if you make mods to the bike that require changes in the carbs.
