I've never had any luck with that 1/8th turn thing when you back it off after adjustment. I usually back it off about a half turn back after the screw stops. As you screw this adjustment screw in and out, you will be able to see that it raises and lowers that arm you are talking about. The arm doesn't move a lot anyway.. maybe like the hour hand of a clock moving from the 4:30 to the 3:30 position?
Also, be VERY CAREFUL about loosening that adjustment screw too far in the "Cleaning" stage mentioned. Back it off too far, and the ball bearings behind the cover can fall out.

If your finding your clutch has very little movement from fully engaged to fully disengaged, the first place i would look is the adjustments mentioned, then I would check spring height before moving to clutch disc.
If you make the adjustments as described in the tech tips (plus Trbigs thoughts) and it still seems like to little movement, I would start by puling the clutch out and checking the springs and the clutch disc and plates. Check the disc for thickness, the springs for length, and the plates for warpage.Life is what happens while your planning everything else!
