How do you fix it....
Well, first thing I would do would be to address the carbs. You should either buy new stock float needles and seats or do what DBeardslee suggested and get the XV920 seats and viton needle valves (which I also recommend). IF the carb float valves are seatign correctly, the petcocks do not matter unless you want to remove the tank.
Next I would personally ditch the Octy and just shutoff the petcocks manually when your done riding for the day or for a while. If the petcocks themselves are not sealing, then rebuild them.
