I just received a set of petcocks with some damaged but in-tact screen towers. There is nothing to keep gas from dropping unfiltered through the top of the tower. Is there supposed to be material or a cap on the top?

Yes. The top of the tower is sealed off by a plastic piece. If your's is missing, then the tower will not filter the fuel.

The problem's not so much unfiltered fuel - inline filters can solve that problem. The bigger problem is that you have no reserve tank without the towers. It'll just run 'till it's dry. If you've got the towers, there should be some very fine screens over the openings.
