When setting carb float height, the book says measure from bowl gasket surface. Does that mean the surface where the gasket rests or from the gasket surface with the gasket in place? Also has anyone tried the clear tube method on a 78-79 model by adding a fitting with tube connection in place of drain plug? If so what would the fuel level be in the tube compared to Talbots pictures on his thread?

It means the surface of the carb where the gasket sits. The gasket must be removed.
