If your carbs are out of sync they will do that.A vacuum leak could do it too.
Does this happen only at idle?

Yes it will do it at idle and when it revs up I can blip the throttle and it won't rev back down.

As Tarzan said,"This is a case of synchronizing the carbs correctly." One carb's vacuum will cause the others to follow. You have to get each of the carbs to be near or exact to the # 3 carb as that carb has no synchronizing screw and the other carburetors must be set to mimic the no. 3. Once this is done and the idle re-set, then the bike will operate correctly.
