Wheel question

on my 81 project is the polished part of the wheel clear coated from the factory ? i thought they would be like the side covers,i put a little rubbing compound on them and the rag turned black, no clear?

not to sure if they were polished from factory or not,
but they are aluminum, and when polishing you'll get lots of black in the cloth,
keep rubbing they'll eventually give a chrome look
