i've got one boot hex that will only go in crooked and locks up. i assume i need a tap and die set. question ....for aluminum head will carbon steel taps do it or do i need to go alloy 12.99 vs 24.99

The cheaper one should work fine. That aluminum is pretty soft. I have tapped a few to put plugs in the YICS ports. You may need to get one size bigger and have an odd bolt on that one if it's too reamed out in there... or you could helicoil it if that's the case. Leaks there will cause a lot of problems.
Make sure to use lots of oil or something while tapping.. screw it in a turn or two. pull out and dip the tap in oil.. put it in and turn it a couple more turns.. pull out and repeat. That way you'll be sure not to snap the tap.
