Find a local paint shop, talk with him. (or her I guess)
If you want a simple single color you MAY be able to work out a good deal if you prep it all first, and have him call you when he has that color coming through. No set up, and since it is only a small tank it won't cost much in paint. A painters time and experience is what you pay for so if he is already doing a job and can just put a quick coat on your tank it won't be much. Probably cheaper than a can or two of a good rattle paint job.
I had my tank off this summer and dropped it. Chips of paint went flying and my first thought was to paint it with a nice black spray bomb. I would have rather seen the chips than the big smudges I got the first time I put gas in!
I personally would agree who ever said to get a compressor. Between the pneumatic tools and painting they are well worth it. If you can spray bomb something good enough you can definitely do a good job with a cheap spray gun.
