I think I am going to get a valve spring off a Pratt and Whitney Radial engine for the tensioner spring. Then it will stay tight even if the bolt isn't tight. 
FWIW, mine ran for a while without the bolt tight, the threads in the housing stripped and the bolt wasn't holding the rod snugly. Luckily I had another tensioner. It sure was noisy though.

Yeah, that newer bolt should work fine. The OEM one actually has a narrower tip which allows more of the plunger to compress the chain before you run out of slack, but the larger contact surface of the wider tipped bolt should hold it quite securely! Ride on!
