No they should have hoses running to the air box.

If you have no airbox, put a couple little filters on hoses and put that on to the vents.

Your bike is a special, so it should have an 'Octopus' on the left side of the motor. that plugged off hose should go to a valve on the left side of the motor, I think.

Do a search for 'Octopus' and you should get a lot of info.

The Special has no vacuum connection to the petcock.
If the Octopus is removed the blocked off line is or should be the Prime.

I am running individual air pods on each carb. Was wondering do I plugg the the front petcock on both sides of the tank and then slip a small line over the inlet on the carbs and attach a little air filter on it.. would I be good to go then?????????

It looks to be ether wearing oddly on the front there or is well varnished and the varnish is coming off. I do however, think that the slides are a gold color. Make sure all the slides work very smoothly. Lift each one up with your finger to the top of its travel and then let it come down. It should return to it bottom position quickly and smoothly.
You should while the carbs are off the bike give them a good proper cleaning.
