Hi Cam,
some would consider semi-matte black pipes as an upgrade rather than an economy. If you have swapped #2 & #3 plugs & plug wires and the problem didn't change cylinders plus you got good readings on a compression test you know you have to clean the #2 carb at least one more time. Only when all 4 are running can you hope to balance the carbs properly.

Cam - What kind of shape is the inside of the tank in? Rusty? If it is here are some excellent instructions for derusting a tank with electrolysis.

I can vouch for the electrolysis method. Very clean, non-damaging and did a pretty good job of it. Not 100% shiny, but pretty close. It did take about 2 weeks for me, though.
