If not re-doing it, there's not a lot of options. It's torn because the sun broke down the material. Trying to stitch it back together won't work... so best option really is just try to find some tape that matches "Electrical tap??" and patch it up best you can until you can spring for a new cover.

You could take the cover off of the seat, and epoxy two patches opposite the split with overlapping tongues. After the epoxy dries. bring the two ends together in a "T" and with a curved stitching needle, (Dollar store or Wall-Mart) stitch a seam through the "T", following the line of the regular stitching. This could also be done on a standard sewing machine, but with finesse. The patching material could be canvass material or thin leather.

Do you guys remember the stuff they use to advertise to repair rips in car seats or furniture. If I remeber correctly you put a special glue down and ironed the patch and it blended into the material around the rip.
I put a piece of wide tape inside the cover and make sure it was secure. Then I used some black liquid tape to fill in any gaps . When it dried I was amazed how well it turn out the colour was a perfect match .

I've done what tusler talks about a couple times. Last on my son's Virago a couple years ago. I used the Permatex brand Vinyl & Leather repair kit. Just make sure to have a way to hold the seams together while the repair is done.

my seat had what appeared to be a 3" long knife cut in it's side. I got a curved upholstery needle and some black buttonhole thread and sewed the slit closed with a series of overlapping Xs. Then I dabbed the stitching with black touch-up paint. OK, up close the fix looks like a Frankenstein job but it's tidy enough and it stops the cut from spreading.
