it's got spark, compression (took plug out & it blew strong), carbs recleaned, didn't touch float bowls or any adjustment

the fumes as seen on the right movie might be from chemicals used to clean / lube / derust

Number one isn't firing. You probably need to pull the carbs one more time, reset ALL the float levels, check ALL the passages, and then reinstall. After that, put a FAN in front of the bike, and then SYNC the carbs! Once you are done with that, be sure you put mufflers on it!! the bike NEEDS some back pressure to run properly.
