pop and snap at aruond 4000 RPM

I'm having a problem with a noise in my right hand exhuast that sounds worse cold than hot. Do I have a carb. prob. .It is like a back fire or asnaping sound when you hold the throttle at about 4000RPM or alittle more. I don't hear it going down the road only when not moving.
I also have what could be said to be a surge as it is accelerating hard. Kind of like a cylinder is going in and out or maybe leaning down and increasing power?

Any help would be greatly apreciated.

Whens the last time bike tuned up, carbs sync'ed or electrical connections cleaned (including plug caps/coils?

4000 rpm is after the tranision to the main jets and if all the jets are the same...have you checked the float levels?
