replace the solid rotors with late model slotted ones instead? Already have a good drill press, a bottle of cutting fluid, a horkin' big centerpunch, 5mm & 10mm cobalt steel drill bits and want the no cost option? Good news is, you don't need no steenkin' template, just a magic marker.
Freehand, draw a line at ~30ยบ off straight out from each spoke in the disk out to the rim. Mark off 5 spaces on each across where the pads rub. Don't have the outermost mark so close to the disk rim that the drill will break through. Make a massive centerpunch mark at each location. Vise-grip the three disks together, the two right-side disks like spoons and the one left-side disk backwards so the lines of holes all point the same way on assembly. Now drill away! 5mm pre-drill, 10mm final drill. (3/16" & 3/8" drills are OK too). Use low speed, heavy pressure and lots of cutting fluid.

Have you seen a rotor with exactly twice as many holes as the template you made? You could just turn the template a bit after drilling the first set. It would be quite a bit of drilling, but it would look cool I think.

Yes, I've seen rotors with more holes. Another idea, and I wish I had done it myself, is to change the size of the holes as you come from the centre out. That really looks good!
After I typed that, I realized I had the slotted rotors... lol. I like the design in there for the slotted ones too though. I just wish it was a bit darker.

That's how I did mine. I used your pattern, but started with 17/64 for the biggest (outermost) holes, and then droipped 1/64th for each hole.
