check that needle and seat are sealing.
Did you plug off the pilot jet tower?
Recheck the pilot screw tip. Not for if it's broken and plugging the hole, but for if the tip is broken off and not regulating the fuel through the hole
Could also be an odd intermittant spark issue to the plug.

      Bob,

The float needle/seat may be leaking or that float may be binding on the inside edge of the bowl.

If it's a used needle/seat you can polish the seat with chrome polish on a q-tip. If the needle has burrs on it (test with fingernail) then it's junk.

Before you put the carbs back on, blow into the fuel line for 1-2 carb and rotate the carbs upside down, you should feel the float(s) cut off when the needles seat. Do the same for 3-4. At least then you'll know that the floats are not binding and the needles are working. Good luck.

BTW, we all feel your pain and woe!

        Hi Randy and Prom ,

I chucked the octopus , routed the fuel line from one petcock .
Set that to prime , it leaks so added a in line shut off valve .
My question on this bit is . I have checked actual fuel level on center stand . Was 1/8 lower than the xj manual says . These are XJ carbs ....I put it on the sidestand and #1 carb leaked . Centerstand it was good ...So if I use the sidestand I make sure the fuel is shut off ...Is that normal to leak on prime on the sidestand . Or is that indicate a float problem , just the one carb leaked and I checked the level a few times on the center stand ...

Float needle and seats are new ....
        No rubber plugs installed

Yeah , woe is me !!

No, Bob, it's not normal to leak on the sidestand if the float needle is doing it's job. I still say the needle is leaking.

Yes the o-rings are new on the float seats ...

Odd , I just checked the float level on the C stand (with tube) . still good ...

I'm yanking the carbs and will look at the float needle seats .
And float , wonder if they absorb gas ?? I had to replace one that was crumby , that float is on # 4 though...
the float I replaced was punky , and crumbled ...hmmmm
