now i know why mine wouldn't center, i have a fork brace i guess anything below the lower tree has to be lossened to space out the rim properly, am i right?

Yeah. Aparently. I thought that the fender would give enough to move the fork leg out, but no. Im sure the fork brace would be even worse.
I actually talked to the PO today. (He's friends with one of my friends.) He said that he took the fender off to clean everything, and after he put it back on he thought that it was rattling.
Now that I think about it, the rear bolt on the right side was loose. Thats the one that also holds the brace for the brake cable. He's a smart one. He did also told me that was his only attempt at working on it himself. Everyhing else was done at a shop. He showed me the reciepts."It is better to die on your feet, than live on your knees."
