How do I get these out?

They look like six sided bolt heads with washer's attached. The smallest socket I have is a 4mm and it won't fit. Are they nuts or bolts (guessing bolts). Just find a socket small enough to fit them?

Those hold the timing in place so you can not change it.
I read here about drilling off the heads and then you can remove em and replace with bolt or screw.

Did drill one out, no problem
