There's good soldering and bad soldering.
Poorly soldered joints, although they may look good and pass enough current to show on a meter, may not pass enough current under load to work the coil.
Maybe yout TV guy re-re-soldered and let's see.
BTW, what type of solder did you use? Not the brand but what composition and what flux?
60/40 rosin is the right one.
