    Hi John,
    if your epoxy trick fails, hot water and dish soap will clean the tank out so it's safe to take a torch to it.
    I do NOT recommend this but my buddy used to weld on gas tanks by sticking the torch flame into the filler hole until the tank went WHUFF, then it was safe to weld on. And he's never even lost his eyebrows.
