I have an eye on an local xs650 with no title. How hard is it to obtain a title for it in Michigan with just a bill of sale?

I sent a request for the VIN number to do a history check to see if it was stolen, and was denied. I get the VIN if I win. Sounds a little odd, so I think I will avoid this one.
